A district letter or number appears only on Federal Reserve Notes.

From 1928 to 1957, all $1 bills were either US Notes (1928 only) or Silver Certificates.

These bills were issued directly by the government rather than by the central bank. They don't have any connection to the Federal Reserve so they can't have a district identifier.
