Shock the pool with chlorine (your Pool shop will tell you how much to add). Run the filter constantly, cleaning as necessary, for a couple of days. Brush pool walls as well. Then install a salt water system and you won't get that algae coming back.

If you don't have an indicator with the chlorination equipment, go to a pool shop where they will be able to supply you with the equipment to tell you this. Take a sample of water with you as they can probably do it for you in the shop.

How do you know that it is too high? If you are using a home test kit it will show the total chlorine, which includes free chlorine and combined chlorine. Only free chlorine can sanitize the pool. Combined chlorine is broken apart by "shocking" the pool with 1L liquid chlorine per 10000L of water in the pool. (For most pools 10L is fine if you're unsure of the pool volume.) Chlorine will disipate on its own anyways. Sidenote: Are you using a lot of chlorine pucks? They contain stabilizer, which is used to keep the chlorine from burning off in the sun too quickly. If it is overused the chlorine will burn off too slowly. Are you getting readings above 10.0 ppm of chlorine? What is too high? Do you smell the chlorine? Then there's not enough chlorine. Will low readings of CYA cause your pool to have low chlorine even if you have added the recommended dosage?
It may, actually. I have been working at a pool supply store for the summer and can tell you that having low CYA can make you go though chlorine like crazy, since it is the CYA that keeps your chlorine levels stable. It should be between 40 and 125 if I remember my numbers correctly. Have you had any other problems, such as phosphates? Phosphates eat up chlorine like crazy, though the problem would need to be tested for by a pool water tester.

Chlorine doesn't necessarilly work better at night. Your pool professional may tell you to add your chlorine at nite, because chlorine is emensly effected by the sun. there is achemical called "cyanuric acid", or "chlorine stabilizer". This chemical helps prevent the breakdown of the chlorine molecule in the sun's rays.
