If your breasts are growing, you might feel some or all of the following: - your breasts are visibly larger - your breasts are itchy - there are stretch marks along the bottom or top - your breasts are sore or sensitive to touch
Have a baby, then they are fully developed!
Also it depends on different people! some people grow faster than others so it's hard to tell. You have to get your period before you are fully developed anyway or at least have a couple periods. When you start getting hair down next to your private and your hair is more oily then usual and your breasts are growing and you are using REAL bra's then you are fully developed! Ways to know if your breasts are growing:
1) Your nipples are noticeable through a t-shirt or a long sleeve shirt
2) You are uncomfortable to go places (ie. covering your chest)
3) they jiggle when you run/use a skipping rope
4) your clothes are getting smaller (when a girl's breasts grow her shirt will go out and she will soon need to buy a bigger shirt)
You can mostly know by age. Your breasts will continue develop right up until you are about 18 and won't completley stop until you are about 21. Also Developing breast may be slightly sore, however this tends to be in the earlier stages.
at first your nipples will begin to change appearance and stick out farther. you can also tell if you touch your breasts and under your nipple feel a lump which is a breast bud. and later on your whole breast with stick out and begin to fall over. it's not exactly what it sounds like it just means at the bottom of your breast you can feel and visibly see it come out more.
Your breasts will be very itchy and ur nipples will be tender and soft if they are still growing larger.

one way to tell if your breast are growing is when u start to feel them hurt and like somethings pushing on the inside of it. also if someone sits on them it will hurt and so you'll know their growing.
