The Dodge Charger 2010 was rated five star government front and side-impact crash test ratings. Now that a great rating. It has multi-stage airbags and also provides energy absorbing crush-zones. And if you are worried about dependability, should have no fear. Has a 5 year/100,000 mile warranty. Which ever comes first. Sounds like a dependable, well-rated Dodge Charger to me.
The Dodge Charger Police (Ibiza/Hawaii) is not unlock-able, though you ARE able to drive it (on Xbox). When you are in an pursuit (Chase-mode) driving the Dodge charger (suspect who you chase must be driving a B-Class vehicle in able to let you pursuit him with the Charger) you must join via Xbox menu a friends game (TDU2), the game will teleport/transport you towards him, but instead of letting you go back into your own car, it'll keep you in the Dodge Charger Police. Make sure you do NOT use the in-game join/invite -to tool, but from Xbox itself. Not sure if this also works the same way on Playstation or on the PC.

The Dodge Charger Daytona and Plymouth Superbird are very impressive vehicles, both are extremely strong "street legal" cars. I was able to take a Dodge Daytona out to a test area in Long Island (when the car was first introduced) and without any problem the speedometer hit 140 mph... but I can't answer the specific "top mph." NOTE: I placed a link below.... The link states that the top speed was 180 mph.

For the 3.5 six 87 octane and I think both hemi's take high test. Stock, both Hemis recommend 89. With engine tuning and performance chips, you can bump up to 91 or 93, but Dodge doesn't recommend that octane while stock.
