you need to have beaten the elite four, have the national pokedex, be able to surf, and have at least 5 or 6 Pokemon in said gameboy advanced game. First go to the main menu and select migrate from "Desired game here" then choose desired Pokemon, then start the game and surf to pal park. Get inside of the building and talk to the worker, then you'll go inside of the catching area and you'll have to catch your Pokemon back.
