You can't. Only the person with the server files on their computer can turn the specific server on.

On a Minecraft server, chat is always on. If one of your friends can't chat, then it is a problem on their end.

The only way to edit some stuff on the server is to open the server.properties in the main Minecraft folder (or server folder if you made one) and there you can edit the world seed, turn monsters off, change or add a static IP address, etc.

All vanilla (non modded) Minecraft games are co-op/PvP. It's up to the server owner to let you know what is allowed. The server owner can turn PvP off so no one can can hurt/kill anyone else.
