RW discs can be opened and explored in windows just like a hard drive. Deleting the content or formatting the disc will 'unburn' it, readying it back to its original state.

Dvd is different kind of storage disc even though it looks same as CD. Hence cd-rw cannot write dvd,while usually dvd-r or dvd-rw will be having facility to write on a cd.
There's supposed to be 'CD-RW' written or printed on the Disc. Usually, it's either at the left or right side of the Disc.
It's possible to burn only once on CD-R, CD-RW supports several burnings. CD-R = Compact Disc Recordable CD-RW = Compact Disc Re Writeable
It depends on the type of disc. If the disc is a CD-R or a DVD-R the info on the disc can not be overwritten once something is burned to it. However CD-RW and DVD-RW can be overwritten.
You can not reburn a CD-R, this requires a CD-RW (CD-ReWriteable). You would burn the CD the first time normally, but make sure not to click 'Finalize' or else you will not be able to re-write. Place full CD in tray, and burn like normal, data should be overwritten.
