You have to go to the nether, and there you break the glowstone which is on the roof, then you get glowstone dust, which you lay in a 2x2 spot in the crafting table!
Make and use the nether reactor and it should drop glowstone dust. Then after picking it up, craft it into glowstone blocks.

If you mean in 1.5, the /minecraft.jar/textures/blocks there is no glow stone, it took me some searching but, I did find it. It is not called glow stone. It is /minecraft.jar/textures/blocks/lightgem. Hope this helps. :)
