Fluffy cannot be gotten in Dragonfable, however you can face Fluffy by completing either Wind orb sagas (Pirate or Ninja).

To fight Fluffy and Sepulchure you have to finish either the pirate or ninja saga. You have to have a dragon though and it is easier if you have a DA.
