There is no way you can not hurt this person by moving on, but you have to be honest with your ex. 'Ex' means 'the relationship is no longer' and you both should have walked away completely from the beginning.
Meet with him in a public, but small outside cafe and tell him that you are sorry, but you want to get on with your life and find it's not healthy keeping in contact. If he comes back with 'I thought we were friends' or 'Is it another guy' be prepared. Tell him that both of you should have moved on at the very beginning when you splitup and let him know that all women don't move on just to be with another guy. Let him know you want your freedom and find that seeing him confuses you. No matter how much he pleads with you remain on solid ground and tell him it's over! Honesty is always the best policy. You will never be able to please everyone in your life, but you have to please yourself to become a happy and well adjusted individual.
