It isn't. toilet water will sit in the tank just like tap water sits in the pipes, one is about as fresh as the other. Toilet water sits for a spell. If it sets for a long enough time, the chlorine will evaporate out of it. This takes 24 hours to be effective. Thus, it is cleaner than tap water, which has no evaporation rate.

∙ 14y agoAll domestic water systems in North America are treated with Chlorine or Chlorine compounds at your local water treatment plant. The amount of Chrloine varies throughout the day depending upon the community's water usage load, the quality of the water coming into the water treatment plant and the service condiiton of the Chlorination equipment. The same pipe that goes into your house from the city water main is for all of the water systems in yoru house; bath tub, bathroom sink, toilet, kitchen sink, dishwasher, washing machine (clothes) and outside taps for garden hose, etc. The amount of Chlorine in domestic water varies from 2 ppm (parts per million) to 5 ppm. 1ppm = 1 millilitre in 1000 litres (or two drops of pur Chlorine in 250 gallons).
