Cold is a relative term. A coastal area in the South that is 100+oF in the summer can get down to the 40s in the winter. With a damp wind off the ocean that feels really cold. However, the lowest recorded temperature is at Estaney Gento in Lerida. There the temperature was recorded at -22oC in 1956. Some experts believe temperatures have reached -40o C in places in the Pyrenees.

It depends on where in Spain and what temperatures you define as cold. Madrid, for example, can drop to around -5 Celsius.
