The Atlantic Ocean is located between North America and Europe. Africa is to the SE. The middle area of the Atlantic Ocean is mostley warm waters due to the Gulf of Mexico being to the West. The biggest factor is oceanic currents. The currents that factor into the temperature of the Atlantic ocean are close to the East coast of Brazil, and the East Coast of America. Refer to this picture. The red arrows represent warm currents and the blue represents cold currents.

it can but because it got salt which lowers the freezing points, i not sure how low the freezing point is but it pritty low

In most regions of the Atlantic it is pretty cold, in the tropical zone it is relatively warm; in the arctic regions it is near freezing.
