That would depend when and where you are. In the southern portion of the range, it is very hot in the summer and in the Northern portion of the range it is cold in the winter. The answer to your question would be both unless you have a certain area in mind it is freezing cold in the winter and hot in the summer
My quess would be frozen, so then not technically water, so much as ice. So "Water" can get up to 34 Degrees F before it starts to freeze into ice, and ice and freeze until in reaches "Absolute Zero" Which is the point where it can't get any colder.
