'King' is the title reserved for a male sovereign, an actual ruler who gains the title through the line of succession.
While 'Queen' in the UK applies to both a female sovereign, and also a non-royal woman who is married to the king, the important distinction is that the first is a Queen Regnant, with all the powers of a king, while the latter is a Queen Consort, who does not.
Prince Phillip could be described as a King Consort, however traditionally the term Prince Consort is used.
