Because the IWC has no power beyond condemnation - it is entirely a voluntary, non-governmental body. The whales that the Japanese catch are also allowed under IWC rules as a scientific catch - the meat is a byproduct of research (like we all believe that!!)

Many companies and people benefit from whale hunting. Restaurants, markets, the hunters all benefit from the hunting of whales.

There is no hunting of whales in oceans south of 60 degrees South Latitude. Until recently, Japan harvested whales in the name of science. The International Whaling Commission ended this practice.
Most countries apart from Japan (and Iceland?) have banned whale hunting. And with the request for seal furs dropping seal hunting isn't much of an isssue these days.

Japan, Norway, and Iceland still conduct whaling. Japan uses a loop hole in the moratorium on whaling. They claim they are conducting research, but that is widely disputed. There are also some Alaskan Natives who engage in whaling.
