Pilate, the Roman Governor of the city. He didn't want to and he thought Jesus was innocent, but the people overpowered him. That's when he said the recognizable quote: "I wash my hands of this." i don't think it was Pilate. the guards that took him and the people of that city made him carry the cross, Pilate just gave the approval for him to be crucified. In the Gospels of Matthew, Mark, and Luke, Jesus doesn't carry the cross. It is carried by Simon of Cyrene. Only in John does it say that Jesus carried his own cross. It does not specify who made him do so.

It is not known for certain what part of the cross Jesus carried. While art through the centuries has portrayed Jesus bearing the whole cross, including the long upright as well as the crossbeam, historical sources from the first century record criminals being compelled to carry only the crossbeam, which was mounted on the upright at the place of execution.

The Romans made the people who were going to be crucified carry their own crosses.As it was a punishment, and others to see and be careful of the mighty Roman power.
