That's getting the PSN confused a little. The PSN is an online service where a user holds an account. The account holder registers any consoles he wishes to use the PSN on, letting them log into it and download games. So someone's PSN account might be associated with both a PSP and a PS3.

No. An R4 can only emulate a game so long as you have the correct emulator that was designed to run on a DS and a ROM that can played played on that specific emulator. An R4 can only emulate ROMS.
