I'v been trying to impress bungie for a while. You have to get the 3 vidmaster achievements in Halo 3 ODST and the 4 vidmaster achievements from Halo 3. You must then make a bungie account and go to your service record. You must have all 7 vidmaster achievements and it will say get my recon now. You don't need to impress bungie at all.
