Im pretty sure it is because they are legendary, and because they are legendary, they appearantly have an unfair advantage. I know, it sucks.
Some legendary Pokemon can't enter.
you have to get 20 consecutive wins in the battle tower then the Battle Tower's brainiac Palmer will come out to battle you. and yes Palmer is the blonde haired kid's (a.k.a. Gary) dad.
This is because the company that make the Pokemon games want you to buy there other games so you can complete the national dex. they know that if you could see the Pokemon in the battle tower you wouldn't buy their other games.

You can't have a Pokemon come out of its Pokeball outside of battle.
you could but, when you put team battle, it takes you to a room with some of the major people you have encountered in the game so ridley might not come out at times.
buck is in the battle saloon at battle tower.To get there talk to the lady at the far right and say no when she says (would you like to communicate with a friend and form a tag team?) :) i think he is in survival area

if you are playin Pokemon heartgold then yes after u get the rainbow wing from the director of the radio tower the kimono girls in ecruteak city will call u and battle u and then ho-oh will come back.go to bell tower and get it! if u make it faint its gone forever............it will not return :P
If you win a double battle in the Battle Tower go home and you will find your neighbors moving out. If u leave and come back you will find that Ash has moved in. Battle him and become champion.
Pokemon Tower is in Lavender Town, on the east side of Kanto. It is filled with trainers that use ghost Pokemon. You also fight your rival in the tower, so come prepared. The wild Pokemon are ghosts of dead Pokemon. They cannot be battled or caught, only run away from.
