Well, there are a lot of programs out there on the internet which would enable you to control your PC (the PC must have Bluetooth support) via Bluetooth
Some examples of these programs are:

However, all these programs would require you to have the Client software (which normally is an executable Java file) installed on your mobile device and the Host software installed on your PC.
