They don't need to be. They're with Sora, who does have the keyblade. Anyone with Sora is capable of releasing the hearts and the keyblade absorbs them, or sends them to where they need to be. This is sort of explained in 358/2, with Xion losing her ability to wield the keyblade, so she teams up with Roxas, who can.

Donald and Goofy are found in the Third District after the fight against Leon. To fight against Leon, return to Cid's shop then leave. It doesn't matter if you win or loose against Leon. Then a cutscene will happen, and after the cutscene, Leon will tell you to 'Find the boss of the heartless'. Head over to the third district, and you'll meet Donald and Goofy.
