Couldn't, as long as the Whites wanted the Red man's land (and gold in the hills, like the Blackhills), there would be war.
ANY WAR can be avoided; but man likes war.
Rome staying out of northern Spain and not trying to exert its influence there.
Akhenaten, her pharaoh husband, avoided wars.

The Indian Wars - 1914 was released on: USA: August 1914
How about, "In the past, wars devastated both soldiers and civilians." You could build on that by saying that the civilians had to donate lots of food, they lost many family members and were often forced by the government to fight.
Only the Indian Wars.
Given that European settlers moved so they could claim land of their own, and the need to strike it rich once precious metals were found, I cannot imagine the Indian wars being avoided. There was not enough respect for those who already lived here. Nor for the amount of land that was available. The expectation was for the Native nations to assimilate and accept the European lifestyles without a willingness to try learning from them instead. This may sound a bit one-sided, and yes there was rebellion and attacks on settlements without provocation, but the numbers of settlers and the miscommunications through treaties created conflict.
