The president could take over a factory without Congressional approval only in a emergency such as a violent strike or disaster such as an earthquake or flood. He would take it over by sending in the national guard and the take-over would last only until the treat was over, Congress might buy a failing factory to keep it from shutting down and the president might be put in charge of running it.
