For tornadoes, people often seek shelter in a basement. Tornadoes are a form of strong wind, but they do not include a lot of rain so the basement won't flood. With hurricanes, it would not help to go into a basement since there is likely to be heavy rain and flooding. People often install shutters on their windows to protect against breakage from objects that are flying in the wind. If the storm is not too severe, it is sufficient to remain indoors.
