If there is a shootout with bad guys, there are bullets flying anywhere, and anyone close could get shot. The cops would never purposely do that. Also, sometimes when we hear about that sort of thing, it is misreported.
For instance a shooting in Maspeth, NY that was recent at the time of this writing reported that cops shot an innocent bystander, but later it was revealed that the woman's wounds had nothing to do with the shooting of a burglar in a nearby building. People were just unnerved after hearing gunshots and related the two things because they happened in the same vicinity.
