The Supreme Court declared the Line Item Veto Act unconstitutional, therefor Congress had no authority to give the President that power.
This would probably require a Constitutional amendment.
Congress can overrule any vetoes passes by the President on any bills that Congress originally wanted to get added as Amendments to the Constution. However, they can only overrule the Presidents' veto if two-thirds of the Congress still votes to pass the bill. Hope this helps!!!:)

No. Congress must authorize everything the President can and can not do. If the president does something that he is not authorized to do then he could face impeachment. There have been several cases where the president expands his powers without authorization and Congress has chosen not to act, however they can at any time.
