If by stop, you mean "ceasefire", then it is quite easy. Each side periodically signs such documents, usually with an Arab State like Egypt negotiating.

If by stop you mean "harmonious peace", then there are a variety of preconditions that each side has that the other is not terribly inclined to follow. Gaza would require that Israel remove the blockade, promote the Palestinian Right of Return, Israeli Withdrawal to the 1949 Boundaries, and Recognition of the Palestinian State. Israel would require the immediate demilitarization of the Palestinian Territories, accepting of the 1949 borders with land-swaps in agreed upon places, and accepting Israel's Right to Exist as Jewish Democratic State.
