I would think there are two reasons. First, the higher you go the colder it gets... at some point you would not be able to keep the air warm enough to continue rising. Also, as you get higher, the air gets thinner and therefore the air in your balloon (the balloon is open to the environmentt) would expand and escape thereby losing buoyancy. just my 2 cents.
