we shouldn't have war because war creates long term hatred and displeasure that is difficult to resolve. Wars are repetitive. War creates long term health and walling consequences to soldiers. If war does not end soon it will spread and engulfs the entire region.

The president has no power to declare or "undeclare" war. He does command the military forces, so I suppose he could stop prosecuting a war, but to do so could risk impeachment for dereliction of duty if Congress declares war.
