(An image in which you can interact with) What you do is you have to FIRST make the website. (Not sure how to make one by yourself with CSS and HTML codes, but some good site builders would be webs and weeby) I use webs. You have to make the flash images and find html chat boxes. (Xat is a good one, and if you want to do anons, a good one is Cbox.) On old webs websites, they already had simple chatboxes that was actually PART of the website, but once they updated, they got rid of them. So I'm guessing you just add the flash above the chat boxes? Not too sure, but it seems simple enough.
