President Lincoln's had selected the Republican William H. Seward as his secretary of state. Seward had been a contender for the Republican Party's nomination for the US presidency. He had a long record in politics as a governor of New York and a career as a US senator. With that said, Seward was a staunch Unionist. So much so that he advocated a foreign war as a means to forestall a southern rebellion.
