He didn't. It was James Clerk Maxwell, several years before Einstein started

doing any significant work. The speed of light was predicted before it was

ever measured with any accuracy. By the time Einstein came along, it had been

measured accurately enough to confirm Maxwell's prediction. That in turn was

the proof that light is an electromagnetic wave.
