Andrew Johnson did not pick his cabinet. When he became President due to Lincoln's death, he immediately had a cabinet. In fact, Congress passed a law to make it illegal for him to remove them unless he got permission from Congress. The cabinet was not so bad in itself, but they did not respect Johnson and they were able to seize a great deal of power from the President making it impossible for his to rule effectively.

Andrew Johnson tried to carry out Lincoln's plan for reconstruction , get the Southern states back into the union and deal with the freed slaves. He was faced with conflicts everywhere- from Congress which wanted to punish the South and from the Southerner who hated the union troops and the idea of former slave voting and running the country. He ended up fighting everyone, issuing many vetoes which were overturned. He fired the Secretary of War, who refused to leave.Alaska was purchased from Russia.He was impeached and had to fight for his job in a long trial.
President Andrew Johnson's administration negotiated the purchase of Alaska from Russia for $7.2 million in 1867. This deal, often referred to as "Seward's Folly" after Secretary of State William H. Seward, amounted to about two cents per acre for the territory. The acquisition was initially met with skepticism, but it later proved beneficial as Alaska was rich in natural resources.
