Business and trade grew as there were low interest loans for capital. The city itself was beautified giving jobs and the wealth that comes from them to contractors. The custom of giving land to veterans was eliminated and a cash bonus was given instead, thereby preserving the holding of farmers. Because his rule began an era of relative peace national concerns could be directed to domestic issues rather than exclusively to the military as they were previously.
