In the early 1940's he participated in races at Daytona Beach when he moved there from Washington to escape the Great Deppression. The races were very unorganized and the sponsor of the race would leave with the prize money before the race was over. France wanted an organized sport with a complex points system so he founded NASCAR at the Streamline hotel at Daytona Beach, Florida in 1948.
