Common Sense
I think but not sure, it's the American colonies
The American colonies never challenged Britain's control of the sea. Britain was the most powerful sea power in the world at the time, and the colonies barely had a navy, at all.
The colonists boycotted the British taxes that were forced on them as well as the different laws that were passed by the British in order to remain in control of the colonies.
There were several factors that all worked together to draw Britain's attention to the American colonies. The first factor was France and Spain's withdraw from the American colonies, leaving Britain as the only control. The thirteen colonies between South Carolina and Main had also grown in trade and economy. The colonies had also developed urban centers and large populations, this meant that the colonies had a strong economy and society independent from the British government which drew Britain's attention.
taxes and take control of colonies

The British in the 1760's was mad at the colonist for dressing up as Indian's to attend the Tea Party. Later, when the British found out, they put the intolerable acts out. The intolerable acts required all colonist to pay a tax on tea. That's when Great Britain decided they wanted more control over the colonies.
1819
They put taxes to pay off war debit and when that happened colonist got angry and protested therefore they took the taxes off but years later they put taxes on paper goods leading to the colonist throwing tea off the Boston Harbor
The Americans had become used to little interference from Britain. As a result, they viewed the colonies as independent with only minimal oversight from Britain. Britain saw the colonies as theirs, and believed they held the right to control all aspects of colonial life.
