Octavian/Augustus used some of the reforms which Caesar had made. Caesar had concentrated power in his hands. Prior to this, the consuls (the two heads of the republic) and the other officers of state were elected annually. Towards the end of Caesar's rule they became his appointees. Augustus retained these changes. He also created a personality cult and Augustus did the same.
