By most definitions, Egypt is not a first-world country. One definition of "First World" is an alliance to the Western Bloc and NATO during the Cold War. Egypt remained neutral during this period, therefore was regarded as "Third World". To this day, Egypt is regarded as "Third World" in the sense that it is a developing economy. Once a rich empire, Egypt emerged poor from British occupation, and is still struggling to regain its once great power. Recent international and civil conflicts have had a significant impact on Egypt, leading it to be labelled as a Third World, not a First World country.

If we compare Malta to Egypt, Morocco and other african and mideast countries, it's very similar. Then I would say Malta is a third world country with improvements but the country has many problems, schools, roads, hotels, police, environment, laws, etc. For me YES.
