Parliaments (if they existed at all in a country) had limited powers, mostly in the field of voting to provide extra money if the ruler could not make do with his regular income. That happened mostly in times of war.
Rulers usually had councils of advisers, and these could be very influential. Several rulers had ministers who took care of most of the day-to-day executive and legal work but even then, the final vote was with the king on everything he had not delegated and on every really important issue.
