During Franklin Delano Roosevelt's administration, he appointed a number of women to departments within the various segments of the New Deal program. In addition, he appointed the first female head of the labor department in history. The New Deal itself, however, offered nothing for American women. At this time, men were considered the wage owners of families, and the belief was that if the man was working, this would benefit both the woman and the rest of the family. Aspects of the program allowed women to be paid less for doing the same job as men.
