Roosevelt believed that the federal government should control the economy, provide jobs for people out of work, provide social security for old people and others unable to work, spend large sums on new domestic programs and to participate actively in foreign conflicts. Hoover believed that federal government should be limited to the powers granted to it by the US Constitution.
