Because of the overwhelming size of the British Navy, the German navy mostly resorted to submarine warfare which it did quite successfully. The one notable acceptation was the battle of Jutland where the German High Seas fleet attempted to isolate and destroy a portion of the British Grand Fleet. Thought the British lost more ships in the battle the Germans were outnumbered and forced to retreat. Their Navy never played a significant role again.
Because they didn't have a powerful surface fleet. U-boats (submarines) fought a guerrilla war on the seas. Because Germany didn't have a strong enough surface fleet to fight a traditional war on the high seas. Same for land warfare: An enemy reverts to guerrilla warfare when they are not strong enough to challenge an enemies army-and fight conventionally.
