It all depends on wether you think god created every thing or if your an atheist. If you believe in god then no it did not start in the ocean. If you don't believe in god then actually there are two suggestions or theories A: is that the earth was like Venus but then later cooled down and meteors struck it which meteors had ice on it witch then converted into life. And the other theory, B: is that all the volcanoes created steam which fell to the earth after it cooled. Personally i believe in god but if i had to choose a theory i would have chosen theory A. But that is Just me.
