The question is hard to answer as ever since the Romans invaded in 43AD, and even before then but essentially the Romans named Britain (Britannica), Britain needed to be a military state. Hadrian's wall was to keep out attacking Celts in the North, suggesting the Scots having some sense of military.
Some might argue that William the Conqueror and his feudal system saw the era of milatery organisation; With knights paying armed service in return for land 1066 onwards. But it could be the introduction of fortified towns called burhs to defend from Scandinavian invaders - Constructed by King Alfred in 878AD that showed Britain was becoming militarized.
