It is hard to convey the sea change in Germany between those two dates. In 1928 Germany was enjoying the benefits of the Roaring Twenties; the reparations had been rescheduled; the country had been admitted to the League of Nations in 1926 and was no longer an outcast. Culturally, Germany was widely admired. Germany was affected more drastically than any other European country. Unemployment soared to 28-30%; it became impossible to form a viable coalition government and from late 1930 onwards the country was to a large extent governed by decree. Germany polarized sharply into Left and Right. In some of the large cities street fighting between these two groups became common. The traditional elites panicked. The main concerns of the electorate were jobs and living standards. At the same time the Nazis stirred up increased resentments. In some neighbouring countries there were similar developments, and various dicatators came to power. In Germany, however, there was no conventional conservative party with a mass base, and the Nazis filled the gap.

Were there more people unemployed in 1928 or in 1932?

1932. There were more people unemployed in 1932 (6 million) this is because it was after the wall street crash in 1929 which caused Germany to fall into a depression.

Has the wall street crash got anything to do with hitlers rise to power?

The overwhelming concensus among historians is a resounding yes. Germany was very severely affected by the Great Depression, with unemployment reaching over 25% in 1932. In German politics there was a complete sea-change between 1928 and the early 1930s. In the 1928 general election the Nazis won only 12 seats in the Reichstag and were regarded as a bizarre fringe party headed by a grotesque little man. In the 1930 elections the Nazis won 109 seats and in July 1932 they won 230. It was a complete sea-change and caught almost everyone unprepared.
