Jeffrey's murders specifically had quite an impact on both the African American and gay communities of the Milwaukee area.

Another answer:

"When I was a little kid I was just like anybody else."- Jeffrey Dahmer

All through his life Dahmer appeared normal to others. He hid his secrets from even his father. No one ever suspected anything. Except those who lived by him who traced an unpleasent smell, which later turned out to be the smell of rotting corpses, back to his apartment.

However, before you get the wrong idea, murdering people was secret unsuspected side to the Jeffrey Dahmer people knew. He was an uncontrolable necrophiliac who felt the need to satisfy his urges and yes, even he was disgusted with himself.

One of Dahmer's victims, a 14 year old Laotian boy, escaped Dahmers apartment of horrors only to be handed back over to the killer by Milwaukee police officers. Believing a white man over minorities, within minutes of their departure, Dahmer killed the boy.

After his arrest this story surfaced and caused outrage and racial tension. When people found out that the three police officers in question joked about the 'lover's tiff' between two homosexuals, the atomsphere was almost explosive.
