In the United States, it is the states that determine who becomes President through the Electoral College - not directly by the popular vote. The popular vote of each state is what determines who that state votes for in the Electoral College.

Each state's EC value is the total of the number of House Representatives plus the two Senators. Washington DC gets 3 EC votes, even though there's no voting representation in Congress. The total number of EC votes is 538. The winner has to get more than 50% or 270 EC votes.

Although Trump lost the most populous state (California), he won other battleground states and secured 304 electoral votes making him the winner of the election.
