So all the countries could have a part of Germany. Usually, the invading country would decide what to do with this. Since there were many countries in the Allied powers, and the main contributors had different ideas of what to do with it, they had to divide Germany up to be fair.

When the countries elected new leaders for their countries, the new leaders didn't necessarily follow the rules and other things that the previous leader believed and followed. So when new leaders came into office, they had their own thoughts and ideas about how the country should be run.
