The ancient Egyptian cizilizatuion started with one person ruling his land. When Upper and lower Egypt were unified under one ruler, that became difficult for the pharaoh to do all alone. In the old kingdom the king made a Vizir who is like the modern day prime minister. Also Egypt was divided into 44 nomes and a normach was responsible of each nome. The nomes are like modern day states and the Normachs are like majors. Then in the 12th dynasty King Mentohotp the second made 2 vizirs instead of one. One was upper Egypt and one for Lower Egypt.
